Governor Brian P. Kemp has announced the appointment of Lt. Col. Josh Lamb as the new director of the Georgia Emergency Management and Homeland Security Agency (GEMA/HS). This announcement follows the departure of Chris Stallings, who previously held the role.

Lt. Col. Josh Lamb’s Professional Journey
Lt. Col. Lamb brings a wealth of experience to his new role. He currently serves as the Assistant Commissioner for the Department of Public Safety. In this position, he oversees critical departments such as the Office of Professional Standards, Human Resources Division, Public Information Office, Office of Public Safety Support, and Legislative Affairs.
He stepped into the role of Assistant Commissioner on October 1, 2023, after serving as the Director of Administrative Services. His career in law enforcement began in 1996 when he joined the Tri-Circuit Drug Task Force as a special agent. He earned his bachelor’s degree in justice studies from Georgia Southern University before joining the Georgia State Patrol in 1998, graduating from the 74th Trooper School.
Over the years, Lamb has held several leadership positions, including:
- Corporal at Post 11 Hinesville
- Sergeant at Post 45 Statesboro
- Sergeant First Class at various posts, including Statesboro, Helena, and Reidsville
In addition to these roles, he served eight years as a member of the State of Georgia SWAT team. His extensive experience also includes serving as a lieutenant in the Planning and Research Unit. In this role, he was instrumental in developing departmental policies and organizing major events such as the 2018 National College Championship Game and Super Bowl LIII. He also worked on legislative matters, including crafting Georgia’s distracted driving law.
Educational Background and Achievements
Lt. Col. Lamb holds a master’s degree in public administration from Columbus State University and is an alumnus of the prestigious FBI National Academy. Notably, he was one of only two individuals from Georgia selected as a class spokesperson for the 259th session of the academy.
In addition to his academic achievements, Lamb served as an FBI executive fellow, has taught law enforcement courses across the country, and graduated from the Georgia Association of Chiefs of Police Chief Executive Training Course. His global perspective on law enforcement is evident from his role as head of delegation for the 31st Georgia Law Enforcement Delegation to Israel.
