Raleigh Beltline Construction: Will It Really Finish in 2025?

The Raleigh Beltline construction has been one of those projects that feels like it will never end. This massive project, aimed at widening and modernizing Interstate 440 in West Raleigh, started with a four-year plan but has now stretched beyond five years. The big question on everyone’s mind: Will it finally finish in 2025?

The good news is that the North Carolina Department of Transportation (NCDOT) says the road will be “substantially complete” by the end of 2025. But there’s a catch—some final touches, like paving and landscaping, might not wrap up until spring 2026.

What’s Left to Do?

If you’ve driven past the construction site recently, you’ve probably noticed there’s still a lot happening. According to Chad Winkler, the NCDOT engineer leading the project, crews still need to:

  • Demolish the old Hillsborough Street bridge and finish widening the new one.
  • Build new inside lanes, shoulders, and a concrete median.
  • Expand the nearby secondary roads to fit the new highway design.

These tasks are part of a larger plan to bring the four-mile stretch of highway, which dates back to the 1960s, into the modern era. This was the oldest segment of the Beltline and the only four-lane section left. The interchanges at Wade Avenue, Hillsborough Street, Western Boulevard, and Jones Franklin Road were outdated and couldn’t handle today’s heavy traffic.

A Long Road to Modernization

The $415 million project isn’t just about adding lanes. It also includes building a major underpass at Blue Ridge Road, which will run under Hillsborough Street, Beryl Road, and the N.C. Railroad tracks near the NC State Fairgrounds.

Work on the underpass began in late 2022, right after the N.C. State Fair ended. NCDOT initially hoped it would be done in time for the 2024 fair, but that timeline has slipped. Now, they aim for substantial completion by the end of 2025. However, it’s still unclear if the underpass will open in time for the October 2025 fair.

Why the Delays?

Like many large projects, the Beltline construction faced its fair share of setbacks. Winkler pointed to several challenges, including:

  • Labor and supply issues caused by the COVID-19 pandemic.
  • Delays in acquiring land and moving utilities.
  • Difficulties stabilizing the soil at the Blue Ridge Road site.

“All these things combined to create the delays,” Winkler explained.

What to Expect by Christmas 2025

While the finishing touches may take until 2026, the highway and its interchanges should be in their final layout by Christmas 2025. That means drivers can expect smoother traffic flow and fewer detours during the holiday season.

So, while the project won’t be entirely done by the end of 2025, the major disruptions should be over, and the road will look and feel much closer to the finished product.
